. . . The "+" sign in the timing of cue 73 and why this cue bumps my cyc lights to full, and then brings the other lights up in a 3 count?

You somehow recorded discreet timing on some channels (evidently your cyc channels). You can see the discreet timing by holding down the TIME button and looking at the channels in the display.

You can restore them to cue time by typing [channels] [time] [enter] and then updating the cue.
